Philo races to stop Vignette's revenge before the Black Raven spark even worse violence.

Agreus Astrayon finds himself in a perfect life; married to Imogen, and the start of an ideal life surrounded by Ezra Spurnrose, Afissa, and Fergus. Until they are all gunned down in front of him. Agreus wakes in a sweat.
Living in Ragusa, Agreus and Imogen adjust to their situation. However, not everyone is pleased they are there; one of the women in the house they are staying in hates the fact that displaced her family, forcing them to live elsewhere. The pair meet Kastor, their block leader. Agreus wants to meet with Leonora, but Kastor refuses and says they are to be put on a work detail.
Kastor takes them to a weapons factory to make arms for The New Dawn. Agreus refuses to let Imogen work, saying he can do the work for both of them. While working, Agreus confront Kastor about the deaths of the officers on the Swan; Kastor claims they were not innocent men because they knowingly worked on a "slave ship" bringing refugees from Tirnanoc to The Burgue in a form of indentured servitude.
At meal time, Imogen is denied food as she has not worked; Argeus gives up his portion for her but tensions are rising between them and Kastor. In an effort to diffuse it, Imogen agrees to work and is begins working on building weapons.
Leonora arrives at the factory and inspires the workers by her presence. After their shift is over, Leonora meets with Imogen. They talk about loving members of other species and how they can truly be free to be themselves on Ragusa if they allow it. Leonora also hints that she cannot let Agreus continue to embody the values of their previous oppressors in The Pact or The Burgue and implies that if his attitude does not change, something will have to be done.
At their lodgings, Agreus asks Kastor about the woman who confronted him that morning. Kastor says that such a woman never existed and therefore should never be spoken of again. The message is clear; something happened to her, and Agreus is warned to not look into it.
Based on her conversation with Leonora, Imogen tries to get Agreus to see that their would be free in Ragusa to be themselves and build a life. Having seen the brutality of The New Dawn, Agreus disagrees.
In Leonora's office, she recieves a vistor bringing information about a weapons deal between The Burgue and The Pact: Ezra Spurnrose.
In The Burgue, Sergeant Dombey arrives home to his wife, son, and elderly father. As he waits for dinner, he is visited by Rycroft Philostrate and Darius Prowell. At first, he is angry that they have come to his home but is told that the Black Raven is after him for the killing of Oona and that Philo needs his help in finding the real killer.
Darius senses that they have been followed, finding Vignette Stonemoss and Kaine outside. Philo and Vignette argue about him choosing sides while Darius and Dombey escape out of the back of the house. Kaine and Vignette give chase, aided by Phaedra. During the chase, Darius turns into his Marrok form.
Eventually Philo and Dombey escape underground, but are caught up to by Kaine. A fight ensues that ends with Philo arrests and Vignette and Kaine escaping back to Carnival Row. With Philo in custody, Dombey releases him after realising that Philo was genuinely trying to help even if outwardly he makes it clear he still hates him. Constable Berwick escorts Philo back to the Row.
Tourmaline Larou visits Mima Blodwen, who warns her against using the dark magic of haruspexy. She gifts Tourmaline a book with a potion recipe that could purge the darkness from her but it is risky and not been tried for six centuries.
Philo and Vignette meet in the Titania's Head and talk. Over the course of the conversation, they break up realising that their current positions are not compatible.
The police arrive on the Row looking for the Black Raven, invading their headquarters and shootinf them. Vignette surrenders to the police in an effort to prevent more death.
